Sixth Award 2010: DON YORK

CarolThe Chesapeake Chapter recognizes Donald M. York, PhD, PE, CSEP, as its Systems Engineer of the Year for 2010. Dr. York is recognized as a leader of systems engineering teams by his DoD customer and the engineering community. He is a Member of the University of Maryland Baltimore County (UMBC) Systems Engineering Advisory Board functioning as an advisor on SE curriculum and programs. He has made presentations to the local Chesapeake Chapter as well as other systems engineering venues such as the annual INCOSE International Symposium. He has contributed to the INCOSE systems engineering body of knowledge. He served as the Chesapeake Chapter Program Director in 2008-2010 responsible for locating speakers and facilitating their presentations at the monthly Chesapeake Chapter meetings; as well as other program activities such as tutorials and the annual holiday dinner.

Dr. York exemplifies the model for the Systems Engineer of the Year. He practices systems engineering for the betterment of our nation and shares his knowledge and experience in the greater community and with INCOSE and the Chesapeake Chapter.

FIFTH Award 2008: CAROL ANN HUTCHINSON

CarolThe Chesapeake Chapter recognizes Ms. Carol Ann Hutchinson as the Systems Engineer of the Year for 2008. Ms. Hutchinson is recognized as a Systems Engineering Subject Matter Expert by her DoD customer and the engineering community. Ms. Hutchinson has served as the Chief Systems Engineer and Architect on several DoD Projects. While she was a Northrop Grumman (TASC) employee she drafted and coordinated divisional technical documentation including system manuals, installation manuals, user guides, drawings, training documentation, and test plans, procedures, and reports. She has Drafted Requests For Comment (RFCs) for the Cryptologic Common Data Model (CCDM) report model updates and changes. Also while with TASC, she implemented a web-based system that documents division systems engineering processes and procedures, and she trained the entire staff in the execution of both the division processes and the tools that support the processes.

As the President of the Chesapeake Chapter, Ms. Hutchinson led a successful initiative to create a Past President (PP) pin for the INCOSE organization. She designed the pin and championed its production by INCOSE central Member Board. She organized the Chesapeake Chapter’s Past President's club and distributed PP pins to all Chesapeake Chapter Past Presidents. Ms. Hutchinson is an active, contributing member of the Chesapeake Chapter of INCOSE and a Past Chesapeake Chapter President (2006).

FOURTH Award 2007: STEPHEN J. SUTTON

StephenThe Chesapeake Chapter recognizes Mr. Stephen J. Sutton, P.E. as the Systems Engineer of the Year for 2007. Mr. Sutton is recognized as a Systems Engineering Subject Matter Expert by his DoD customer and the engineering community. Mr. Sutton has led large engineering teams staffed by multiple companies to define and implement engineering processes and workflow covering the entire system lifecycle.

Mr. Sutton served as the Northrop Grumman Information Technology sector representative to the corporate Systems Engineering Advisory Group. This Industry-Government Working Group endeavors to establish an effective liaison between Northrop Grumman and Government agencies, academic institutions, standards bodies, and professional societies concerned with the practice of systems engineering.

Mr. Sutton has authored multiple articles for the INCOSE INSIGHT publication; authored and presented papers at the INCOSE International Symposium; hosted INCOSE working groups as a session chair; and serves as the co-chair of the Anti-Terrorism International Working Group. Mr. Sutton is an active, contributing member of the Chesapeake INCOSE Chapter and a Past Chesapeake Chapter President (2002).

THIRD Award 2006: L. MARK WALKER

StephenThe INCOSE Chesapeake Chapter recognizes Mr. L. Mark Walker, CSEP, as the 2006 Systems Engineer of the Year. Mr. Walker has been active in the Chesapeake INCOSE Chapter since its inception. He served as its first President-Elect and twice as President.

During the award period, Mr. Walker led three SE teams. Each team prepared SE process documents, an Enterprise SEMP, and Architecture Process & Procedures. He participated in the development of standards, requirements, and End-to-End threads. He personally developed a detailed SE process model of ISO 15288 (SE Process Standard) which was the basis for an INCOSE article presented at both the INCOSE Mid Atlantic Regional Conference in 2004 and the INCOSE Symposium in 2005.

Mr. Walker has served as a member of the INCOSE Steering Committee for the INCOSE Systems Engineering Handbook. He is a member of the INCOSE OOSEM WG, worked on the INCOSE Standards Tech Committee, is the Liaison for the ISO TC184/SC5 for its four Enterprise Architecture Standards, is a member of the INCOSE SE Sciences Enabling Group, and participated in the Architecture WG.

SECOND Award 2005: JAMES B. CHISM

JimMr. James B. Chism is a distinguished practitioner of systems engineering and a teacher of future systems engineers. His career spans more than forty years and includes significant accomplishments in Government, industry, and academia. Mr. Chism joined INCOSE in 1996, served as the President of the INCOSE Chesapeake Chapter in 2003, was the founding Chair of the Object-Oriented Systems Engineering Methods INCOSE Working Group, was Co-Chair of the INCOSE Systems Engineering Handbook v.3, and was the Co-Chair of the INCOSE Mid-Atlantic Regional Conference that successfully completed on November 4, 2004. These distinctive accomplishments led to Mr. Chism's designation as Systems Engineer of the Year 2005 in the Chesapeake Chapter of the International Council on Systems Engineering.

FIRST Award 2004: JOHN THOMAS

JohnThe Chesapeake Chapter recognizes Mr. John Thomas as the Systems Engineer of the Year for 2004. Mr. Thomas excels in the three key evaluation areas: Project Impact, Outreach, and Professional Service. In particular, he reviews and approves the technical integrity of all technical documentation for approximately 15 ongoing systems initiatives; he has led an integrated team of more than 70 engineers from twelve companies that developed a hybrid technical architecture; and he is the Management Advocate/Sponsor for the Booz Allen Hamilton System Engineers Certification Program. He has authored and briefed approximately 10 Booz Allen Hamilton senior management papers/briefings on topics such as Service Based Architecture Integration & Test Methodologies, and Business Process Integration within the Overall Systems Engineering Process. Finally, he has been active in Chesapeake INCOSE Chapter as program director and now President Elect (2004).
