Cleveland area October 25-26, 2009. As president of the Cleveland-Northern

Members of our chapter leadership, in collaboration with the Michigan and

to our chapter. A special keynote address will be given by Dr. Harrison Schmitt,
former US senator and Apollo 17 astronaut and scientist, on some "out of
the box" thinking in relation to the complex problem of energy for societal
needs. As you will see from the quality of high-profile speakers and program
content, we have assembled a high-value program which focuses on state of
the art Systems Engineering Methods and tools, and elevates the application
of these SE practices on real-world complex problems, such as Power and Energy
systems.
With your support and active participation, we are confident of a highly
successful outcome for the benefit of INCOSE, the Cleveland technical community,

The conference theme for the INCOSE Spring 09 Conference is Systems Engineering
Affordable Success. It focuses on the means and tools to lead and
create organizations that develop affordable systems. It is known that systems
complexity has dramatically increased over the last two decades. It is therefore
even more important to develop leaders and processes to more cost effectively
track development costs, calculate complexity, and leverage known solution
and techniques.
Papers in all areas of systems engineering leadership, green solutions, and
complexity, cost, schedule, and performance are encouraged. All types of
papers will be considered. Papers must be submitted in English, the official
language of the INCOSE Spring 09 Conference. Students are especially encouraged
to submit papers.
Topics and questions of special interest include, but are not limited to:
SE Leadership
How do cultural differences around the world affect the application of SE?
How is information technology / knowledge management enabling or prevent
the successful application SE? How has the integration of program management
and SE elevated the role of systems engineering? How do you see information
engineering affecting systems development?
Green Solutions
What are some SE lessons learned dealing with green solutions? Are there
green modeling techniques which are applicable through out the world? Do
we see new green modeling techniques emerging that apply to SE? What are
some lessons learned when applying green solutions? What are you and your
organization doing to foster sustainable development, re-use, zero-footprint
and zero-emission system development?
Complexity, cost, schedule and performance
How do you calculate SE Return on Investment (ROI)? How have the
application modeling tools applied to SE affected the systems outcome
and performance? How do you successfully deal with cost, schedule, and
performance trade-offs?

Scope: This
course provides an
introduction
to the basic concepts of software measurement for project management purposes
including measurement planning, project estimation, feasibility analysis,
and status monitoring.
Description: This
course is based on the book,
Practical Software
Measurement, J. McGarry, D. Card, et al. (Addison Wesley,
2002). This book is an implementation guide for ISO/IEC Standard 15939:
2000, Software
Measurement Process, edited by K. El-Emam and D. Card.
The standard defines two key concepts - the measurement information model
and measurement process model. This course explains how those models
can be instantiated to support project management decision-making.
ISO/IEC
15939 has been adopted as the basis for the Measurement and Analysis Process
Area of the CMMI as well as for PSM concepts. Therefore, this course
describes a strategy for satisfying the CMMI requirements for measurement
at maturity levels 2 and 3, where the focus is on project
management.
