Shipyard Shut-Down / INCOSE Hampton Roads Area Chapter Holiday Party
will be held at Kevin and Connie Topp's house on Saturday, December 17th at 6 pm.
Spouses, significant others and children are welcomed.
Dress is work-casual attire.
Cost is $15 a person for non-INCOSE members (children under 12 are free).
We'll have our traditional White Elephant Gift Exchange at 8 pm.
This event is always a blast (who will get the copper windmill this year?).
If you do participate, please don't spend over $10.
Most exchanges are actually something that you didn't
get rid of in spring cleaning or that last garage sale.

Program Information:
Dr. Ralph Young of Reston, Virginia
will highlight key messages from his third
book which suggests that a few key requirements-related actions by PMs are
required to ensure higher project success rates. He feels that more than half of
the cost of most projects can be saved by employing a more rigorous requirements
process. The needed actions include investing more in the requirements process,
working collaboratively with customers and users to identify the real
requirements, providing mechanisms to control requirements changes and new
requirements, and recruiting and utilizing qualified requirements analysts. The
requirements for a system or software development effort are critical because
all of the other technical work that is done on a project is based on them. The
cost of requirements-related improvements can be recouped by reducing the
industry average 45% project rework rate. A set of "criteria of a good
requirement" should be applied to each requirement. A mechanism such
as a "joint team" should be used to ensure effective communication. The
rationale for each requirement (why it is needed) should be documented. A
"partnering process" can be used to gain the commitment of all stakeholders to
project success and reduce the risk of stresses that might jeopardize continued
joint effort. Writing a "project vision and scope document" provides an
opportunity to clarify what needs to be addressed and what should be dealt with
later or by others. Providing an "early project requirements briefing" enables
the entire project team to help with the requirements effort. The PM should
serve as "coach" of the project team, and should work to establish an attitude
of continuous improvement, empowering all members of the project team. These and
other best practices will offer opportunities for you to further strengthen and
improve project efforts.
Dr. Ralph R. Young:
Dr. Ralph R. Young is the Director of Engineering Process Improvement,
Systems and Process Engineering, Northrop Grumman Information Technology, Defense
Enterprise Solutions (DES), a leading provider of systems-based solutions. Dr.
Young manages a group of senior systems and software engineers who are
responsible for the engineering processes that are deployed throughout DES. He
is the requirements "process owner". He teaches courses concerning requirements
and facilitates workshops to strengthen the use of requirements practices and
techniques on projects. He leads an organizational "Requirements Working Group"
comprised of over 50 requirements engineers in his business unit. He consults
for customers concerning both requirements engineering and process improvement.
He has presented tutorials for the Project Management Institute, the
International Council on Systems Engineering, and the Institute of Electrical
and Electronics Engineers. He has bee!
n awarded Teamwork, Leadership, Continuous
Improvement, and Publishing Awards.
He is the author of
Effective Requirements Practices (Addison Wesley Publishers, 2001) and
The Requirements Engineering Handbook (Artech House, 2004). Dr Young

that is devoted to improving the practice of requirements engineering.

Deadline for Engineer of the Year Nominations
AIAA Hampton Roads Section Invites Nominations for Engineer of the Year
The American Institute of Aeronautics and Astronautics (AIAA) Hampton Roads
Section (HRS) is pleased to announce the call for nominations for the 2006
"Engineer-of-the-Year" award. Through this award, one member of the AIAA HRS is
recognized each year for distinguishing himself or herself in some facet of
aerospace engineering practice. The nominee shall have made a recent significant
contribution to the art and science of aerospace engineering that is worthy of
recognition; shall be an AIAA member; and shall not be a member of the AIAA HRS
Council. The winner of the award shall be required to deliver the annual Axel T.
Mattson Lecture, hosted by AIAA HRS during National Engineers Week. Past winners
of this prestigious local award were Dr. Prasun Desai (2005), Dr. Willi Schur
(2004), Mr. Richard DeLoach (2003), Dr. Bruce J. Holmes (2002), Dr. Robert A.
Mitcheltree (2001), Mr. Steven X. Bauer (2000), Dr. John C. Lin (1999), and Dr.
Kathy Abbott (1998).
Nominations should consist of a write-up of no more than two pages detailing the
nominees recent contributions to aerospace engineering and letters of
recommendation by three AIAA members.
Nominations must be received by August 26, 2005.
It is a good idea to have some of the letters come from outside organizations.

Grady of JOG System Engineering
Jeff Grady of JOG System Engineering will be in town in early August to teach a requirements
class as part of the ODU SE Cert Program. Steve Waddell and Becky Reed would like to invite
the you to a social event at their house on Tuesday, August 9, 6pm-8pm, where Jeff will be
their guest of honor. This is a great opportunity for the chapter members to meet Jeff in
person and discuss SE and INCOSE with him – he was one of the original founders of the INCOSE
organization, has received the Founder’s Award and is an INCOSE Fellow.
He has published six books on systems engineering topics and has a new requirements book
coming out in November.
He has also provided various tutorials at the International Symposium for many years.
No cost for HRA-INCOSE members to attend.
