    Abstract: Change Management involving formal Change Control Boards (CCBs) was new for Northrop Grumman Newport News CVN 78 Program. CCBs required program buy-in and procedure development, and establishment took some time. Designing and building an Aircraft Carrier involves constant change due to requirement modifications, technology improvements, and cost/schedule pressures. Over 30,000 issued technical documents (i.e. diagrams, drawings, requirement documents, procurement specifications, and etc…) represent 14+ years of 6,000+ engineers/designers, managers, customers, vendors and support personnel required to achieve building an Aircraft Carrier. CCBs were established on the CVN 21 Program to provide an infrastructure to ensure the appropriate level of technical/cost/schedule authority reviews and approve changes to baselines in a timely manner. This presentation shall describe establishment, criteria, guidelines, responsibilities and lessons learned involved with CCBs.

    Abstract: Who has the responsibility for managing risk on a technical project? Project managers and systems engineers often get tangled in the web of overlapping responsibilities – PMs are traditionally responsible for the overall management of risk and the associated budget and schedule impacts while SEs are the keepers of all things technical including technology-based risk and design issues. This presentation explores the interaction between PM and SE relative to managing risk and offers solutions for the difficulties that may arise as these two groups collide in their ultimate goal of project success.
