Presentation: Preparing for the Integrated Baseline Review (IBR)
The Integrated Baseline Review (IBR) is a critical step in setting a positive tone for a program. Ms. Meassick will provide an overview of this important meeting. This presentation will include objectives and focus of the IBR, the role of the Control Account Manager (CAM), and the information the CAM needs to know: planning the work, managing the work, and managing risks. Ms. Meassick will also discuss the importance of using multi-disciplinary teams in the planning and technical assessment of the project. She will review the required program artifacts (Work Breakdown Structure, Integrated Master Schedule, Performance Measurement Baseline, etc.) and present lessons learned from past IBRs.

INCOSE Huntsville Chapter will present a tutorial to explore methods for making rational decisions in an environment of uncertainty; i.e., an environment where variability exists with unknown characteristics. This tutorial covers methods for transforming the environment of uncertainty to an environment of risk that characterizes the variability.
Dr. Tytula will present expected value, transformation of outcomes to a utility measure, eliciting subjective probability measures, the value of information, and sensitivity analysis in the context of managing risk.

Mike is co-author of the best-selling book, "The Angel by My Side", a true story of his dog, Dakota, and their special bond.

Mike Lingenfelter is an accomplished engineer and has worked on a number of very visible and important public construction projects in his 40-year career. He has designed and managed construction of communication systems for airports, mass-transit systems, and other public carriers in Dallas, Pittsburgh, Los Angeles, Buffalo, and other cities around the world. A member of the IEEE and several professional societies, Mike holds 17 patents for his work worldwide. Mike and his wife, Nancy, have four children and seven grandchildren. They reside in Huntsville, Alabama.

Dr. Bob Lord will speak on the "Lead Systems Integrator" approach to executing large, complex acquisition programs. Audience participation will be a hallmark of his presentation, as he explores how to cope with vague customer requirements and other challenging topics.
Bob Lord is a Senior Systems Engineer with The Boeing Company. Prior to joining Boeing earlier this year, he was a Senior Systems Engineer with SAIC. As a Senior Systems Engineer, he has worked on several large System-of-Systems programs with NASA, Department of the Army, and Department of Homeland Security. As a part time instructor at the University of Alabama in Huntsville (UAH), he has taught at the graduate level in Systems Engineering.
Bob is a graduate of UAH in Huntsville, AL, George Washington University, Washington D.C., and the Georgia Institute of Technology, Atlanta, GA.

The International Council on Systems Engineering established its Professional Certification Program in March 2004 to provide a formal method for recognizing the knowledge and experience of systems engineers. The title of the baseline recognition of personal certification is "Certified Systems Engineering Professional, (CSEP)." Certification is a formal process whereby a community of performing skilled representatives, such as INCOSE, recognizes that a person has achieved competency in certain skills. Certification differs from licensing in that licenses are permissions granted by a government entity for a person to practice within its regulatory boundaries. Presenter Bio:
Becky Reed is the President and CEO of Reed Integration, Inc., an 8(a), Woman-Owned, Small Disadvantaged Business based in Virginia, and is one of the first 42 people in the world to achieve the credential of INCOSE Certified Systems Engineering Professional (CSEP).
An Aerospace Engineering graduate of the University of Alabama, Ms. Reed is a nationally recognized authority on systems engineering and risk management and their applications in government and commercial markets. Her career includes leadership roles in establishing and managing systems engineering and risk management processes for aerospace, information technology, nuclear energy, and ecological science programs. Through Reed Integration, Inc. (RII), Ms. Reed has supplied technical and management consulting services including “turn-key” setup and implementation of systems engineering processes for government clients. Ms. Reed also provides customized technical training to government and commercial clients across the United States and offers public courses on various systems engineering, project management, and leadership topics. In association with Old Dominion University (ODU), her company continues to provide the very successful Professional Certificate in Systems Engineering to clients such as the US Navy/SPAWAR, Northrop Grumman Ships, and Northrop Grumman IT. Launch of the Professional Certificate in Project Management was completed in the Hampton Roads area of Virginia in October 2007 and the Professional Certificate in Program Management is scheduled to begin in April 2008 at Northrop Grumman. Graduates of each of these programs are eligible for up to six graduate level credits toward a Master’s Degree in Engineering Management from Old Dominion University.
A former President of the Huntsville, Alabama, chapter of INCOSE, Ms. Reed has also served as Director of Programs for the Hampton Roads Area Chapter of INCOSE in 2004, Vice-President in 2005, and President of the chapter in 2006. She received the Outstanding Service Award from INCOSE at the 2007 International Symposium for her work with the Huntsville, Alabama, and Hampton Roads Area Chapters and is currently a Region V Representative on the INCOSE Member Board.
Ms. Reed is also the Past-President of the Peninsula Engineers Council and is a member of the National Association of Women Business Owners (NAWBO) and the Project Management Institute (PMI). Chris DeRock is one of our newest chapter officers. As Treasurer, Chris has the important role of helping us manage our resources. A key part of resource management is resource generation. We are pleased that Chris has volunteered to lead this year's effort to hold a resource-generating tutorial.
In his day job, Mr. DeRock serves as a systems engineer for The Boeing Company. In 2007, Chris transitioned from working on flight software for the space shuttle to working on the Ground-based Midcourse Defense Program. Previous experience includes eight years as a US Army soldier and work as a student engineer building satellites for the Colorado Space Grant Consortium. Mr. DeRock received an M.E. in systems engineering and a graduate certificate in project management from Steven's Institute of Technology, along with a B.A. in mathematics from the University of Colorado at Boulder.

International Point of Contact (IPOC) for aviation-related cooperative programs at the Aviation and Missile Research, Development and Engineering Center on Redstone Arsenal in Huntsville, AL
Larry came to Huntsville in 2001 as a helicopter engineer for the Aviation Engineering Directorate. His AED assignments include airworthiness engineer for Chinook and Unmanned Aircraft Systems, Foreign Military Sales Manager, and Systems Engineering Manager. He contributed to success of the Joint Shipboard Interoperability Program, the Army’s first Aircraft Shoot Down Assessment Team, and the Joint IPT for Unmanned Aircraft Systems.
At post-graduate school, Larry studied helicopter ballistic damage and developed repair solutions using composite material and room-temperature-curing adhesive systems. Prior to joining the AMRDEC team, Larry served in the Navy in various military and civilian capacities, including: Annapolis graduate, junior officer at the Pentagon, flight school student, helicopter engineer, Air Force liaison engineer, program engineer, modeling & simulation standards developer, and training systems manager. He also served as lead software development engineer on a Joint Simulation System program.
From 1998 to 2000, Larry served as the Director for Security, Space and Facilities, US District Court, Middle District of Florida. In this capacity, he oversaw 5 simultaneous projects ranging from renovation to prospectus construction of courthouses.
Larry is a Certified Systems Engineering Professional by the International Council on Systems Engineering. He supports INCOSE at both the local chapter and HQ levels.

Please join us for the next Huntsville Regional Chapter INCOSE meeting on October 18th, where Emile N. Daniel, Assistant Vice President of Technology, War Fighting Systems Chief Architect-Future Combat Systems, Science Applications International Corporation (SAIC), Huntsville, Al, will speak on "Architecture". What is Systems Architecture and why is it important? Architecture is the general abstraction of systems behavior and is essential to system solution, design, and validation. Working within an architecture framework standardizes the architecture/design approach and is mandated on most Federal programs.
Mr. Daniel has over 20 years in the field of Electronics, Information Technology, Systems Engineering, and Architecture. He is a prior service member of the US Army and has spent the last 12+ years with SAIC working on a wide-range of technical programs with the Federal Government.
Emile has participated in programs with the Department of Justice (DOJ); architecting criminal justice information systems for the Federal Bureau of Investigations (FBI), and the the Department of Defense (DoD); working several systems engineering tasks for the military healthcare systems and architecting defense systems such as Soldier Systems, Unattended Munitions, and other Unmanned platforms for the Army Future Combat Systems (FCS).

Topic: The New Joint Procurement Paradigm
Military Transformation to Jointness dictates - in order to fight ‘jointly’ you must learn to ‘procure’ jointly, ‘develop’ jointly and ‘test’ jointly.
Joint procurement has been a challenge with traditional military entities in charge of their own budgets and procurements. The closest we have come is the MDA ‘capabilities-based acquisition program’, and it took a new ‘agency’ to accomplish this.
We cannot afford a new agency every time we need to bring Services, Developers and Warfighters together. Therefore, future joint system-of-system procurements will need a new professional adjunct to the System Engineering profession. That new construct is called the ‘Mission Engineer’.
This Mission Engineer construct will be the single most important procurement paradigm shift since introduction of the Systems Engineering Process in the 1940’s.

What might appear to be an empty space as we are taught to believe, is actually a seething ferment of virtual particles. Vacuum is not inert and featureless but alive with throbbing energy and vitality.
A real particle such as an electron from classical physics must always be viewed against this background of this frenetic activity. When an electron moves through space it is actually swimming in a sea of virtual particles of many varieties.
The dynamics of these interactions constitutes "Supersystems" that will become frontiers for future explorations. It is time for us to seek the "Energy in the Vacuum".
Mr. Sowder has over 50 years in the field of Ballistic Missile Defense. He retired from Boeing where he was the Test Director for the NMD/GMD Program. He was the Test and Evaluation IPT Lead that staffed, designed, and implemented the system-of-system flight and ground test activities.
Bill has participated in the early BMD efforts from Nike Zeus, Nike-X, SAFEGUARD, Site Defense, LOAD, SDI, GPALS, to the recent GMD deployment.
Bill graduated from Ohio State in 1954 with a Bachelor in Aeronautical Engineering, and from UAH in System Engineering in 1976.

Topic: The Portfolio Effect Reconsidered
It has recently been argued that funding for multiple missions benefits from a portfolio effect - that is, that the various risks of cost overruns for individual missions is less when considered as a group. This is based on modern financial theory that was originally developed by Nobel laureate Harry Markowitz. The result of this diversification, in theory, should allow NASA the ability to fund individual missions at, for example, the 61st percentile, while achieving an overall confidence that is much higher, such as the 80th percentile.
However, this convenient and elegant theory ignores the high frequency of large cost overruns. According to a recent cost growth study by NASA Headquarters, 12% of recent NASA projects have experienced cost growth in excess of 100%. This is because reality has "fat tails" that cannot be adequately modeled by the commonly used normal and lognormal distributions. The gap between theory and reality is demonstrated, and potential methods for handling this gap are discussed.

Headquartered in Huntsville, Alabama, ASI employs over 350 people across the United States, supporting customers around the world. Mr. Holly joined ASI in March 2006 and is responsible for the company's day-to-day operations and actively guiding ASI's long-term strategic vision and growth plans in both the space and defense marketplace. Prior to joining ASI, he was the senior vice president and general manager of the Federal Solutions business unit at Intergraph Corporation, a leading global provider of spatial information management software, security and life-cycle management solutions.
During a distinguished military career that spanned over three decades, he became a national authority on missiles and missile defense systems having served at every level of program management in the Department of Defense. His last assignment was Deputy Director of the Missile Defense Agency. His most significant achievement while on active duty was leading the construction, testing, and deployment of a missile defense system to defend the United States against attacks by long-range ballistic missiles. Additionally, he managed the Army's $3B portfolio of tactical missiles. His operational assignments include experience as both a commander and staff officer in a variety of operational units from platoon through Corps levels.
At the U.S. Military Academy, he was both an Instructor and Assistant Professor of Engineering. In addition to his professional and military accomplishments, Mr. Holly holds a Bachelor of Science degree from the U.S. Military Academy and a Master's in Mechanical Engineering from the Georgia Institute of Technology.

Topic: The School of Engineering and Technology and our Future
Dr. V. Trent Montgomery is Dean of the School of Engineering and Technology. In this position, he is responsible for effective operations of the School which includes enhancing the quality of curricula, facilities, students, and professors; enrollment management; research policies and acquisitions; and acquiring additional resources to carry out the functions listed above. Dr. Montgomery has over 30 years of engineering education, practice and administration. His areas of specialty include computer architecture, embedded systems, and non-linear electronics.
The School is composed of civil, electrical and mechanical engineering programs, electrical and mechanical engineering technology programs, computer science, and industrial technology. The total enrollment is 1096 undergraduate and graduate students. There are 47 faculty members and 12 staff members. With an annual average production of 60 undergraduates, the School is currently ranked 15th in the Nation in its production of African American engineers.
The faculty of the School performs research in artificial color filtering, signal processing, pattern recognition, target recognition, MEMS sensors, nano-materials, electronic characterization of materials, coating materials, parallel processing, modeling and simulation, prognostics/diagnostic systems, composite materials, and MEMS devices use for construction materials. To further support researchers, the school has developed a class-1000 micro-electronics fabrication laboratory, a failure Analysis, Characterization and Testing (FACT) laboratory, a multi-processor laboratory, and a construction materials testing laboratory. The School is in the process of developing a supersonic wind tunnel to support the propulsion option within Mechanical Engineering. In addition, the faculty has access to the Alabama Supercomputer Network.
Prior to coming to Alabama A&M University, Dr. Montgomery acquired over 20 years of experience at Southern University in Baton Rouge, Louisiana where he served as Dean of the College of Engineering, as well as professor of Electrical Engineering and Computer Science. He is a registered professional engineer and previously worked for AT&T Bell Labs and IBM. He holds a Ph.D. from the University of Texas, Austin.

Mr. Eric Honour has been in international leadership of the engineering of systems for over a decade, part of a 36-year career of complex systems development and operation. His energetic and informative presentation style actively involves class participants. He was the founding Chair of the INCOSE (International Council on Systems Engineering) Technical Board in 1994, was elected to INCOSE President for 1997, and continued as Director of the Systems Engineering Center of Excellence (SECOE). He was selected in 2000 for Who’s Who in Science and Technology and in 2004 as an INCOSE Founder. He is on the editorial board for Systems Engineering. He has been a systems engineer, engineering manager, and program manager at Harris Information Systems, E-Systems Melpar, and Singer Link, preceded by nine years as a US Naval Officer flying P-3 aircraft. He has led or contributed to the development of 17 major systems, including the Air Combat Maneuvering Instrumentation systems, the Battle Group Passive Horizon Extension System, the National Crime Information Center 2000, and the DDC1200 Digital Zone Control system for heating and air conditioning. Mr. Honour now heads Honourcode, Inc., a consulting firm offering effective methods in the development of system products. Mr. Honour has a BSSE (Systems Engineering) from the US Naval Academy and MSEE from the Naval Postgraduate School.

The Redstone Graduate Center has provided graduate education in business and management to individuals in the Huntsville area since 1976. The center offers both graduate degree and professional development programs. Live classes are offered evenings and weekends to allow working professionals an opportunity to maintain professional and technical competence while earning a graduate degree or certificate without career interruption. Distance learning courses are offered via the Internet for those who cannot attend live classes. The programs are available to all who meet the admission requirements of the university.
Because of the moderate size of the student body, class size is relatively small. Students at Florida Tech are treated as individuals, not merely numbers. Each incoming student is assigned a graduate advisor to assist the student in formulating a graduate program plan to meet the individual needs of each student.
Each graduate degree program may be completed in two years or less. However, you may work to complete your degree program at your own pace. The majority of students at the center usually enroll for one course per semester, but enroll for two or more courses when their schedules permit.
The instructors at the center are working professionals with hands-on experience in the discipline in which they teach. All of the instructors have a terminal degree (Ph.D. or equivalent).
The graduate center is conveniently located in Building 5304 on Redstone Arsenal. Programs are open to all in the Huntsville area who met admission requirements of the university.

Lawrence Dale Thomas is director of the Systems Management Office at NASA's Marshall Space Flight Center in Huntsville, Ala. Dale Thomas began his NASA career at the Marshall Center in 1983 as an aerospace engineer in the Systems Analysis and Integration Laboratory. He has held increasingly challenging positions during his career at Marshall and within NASA, including manager of the International Space Station Vehicle Analysis and Integration Team at Johnson Space Center in Houston; technical assistant to the director of the Marshall Center Systems Analysis and Integration Laboratory; chief of the Marshall Systems Test Division; and manager of the Marshall Systems Engineering Office.
A 1977 graduate of Albertville High School in Albertville, Ala., Thomas received his bachelor's degree in systems engineering from the University of Alabama in Huntsville in 1981, and later a doctorate in industrial engineering in 1988. He earned a master's degree in industrial and systems engineering from North Carolina State University in Raleigh, N.C., in 1983.
Thomas and his wife, the former Susan Coburn of Huntsville, also a Marshall Center employee, have one daughter. |

Mr. W. Odis Nickoles, Director of Concurrent Engineering, PEO Aviation, has worked in the areas of systems engineering and program management for over twenty years. He has worked in all life cycle phases including the development, qualification (including airworthiness), procurement, deployment, and sustainment. He is a member of the Army Acquisition Corps, and is Acquisition Corps Level III Certified in Program Management and Systems Planning, Research, Development and Engineering.
He has worked as an Air Force communications technician, designed shipboard systems for the Aegis Guided Missile Cruiser and Amphibious Assault ships, worked with night sights and target acquisition systems for armored vehicles, was the Configuration Manager for the UH-60 BLACK HAWK helicopter and the A2C2S. Ron Kohl has been involved in the large systems development and integration business for 29 yrs.
Ron was a part of the IBM team that developed and maintained the Space Shuttle Flight Software as well as supporting
the Space Station (Freedom) Data Management System. Ron has also worked for the Lockheed Martin Federal Systems HQ Tech Staff
and was the Chief Systems Engineer for the Titan Co’s Civil Government Systems’ NASA projects.
Ron’s areas of technical interest and activity include risk management, COTS Based systems, process engineering &
improvement, measurements, and system/enterprise architecting. Ron is a member of the AIAA, IEEE and INCOSE and is the
former chair of the AIAA Software Systems Technical Committee. Ron is also a member of the GEIA’s G-47 (Systems Engineering)
Technical Committee. Ron is now President of “R. J. Kohl and Associates”, offering a full range of systems engineering
and technical project management services. |

Dr. Richard D. Stutzke has more than 40 years experience with software development and project management in the military and industry,
including scientific, embedded real time, and commercial systems. He joined SAIC in 1977. He has authored more than fifty papers and
articles on software estimation and management, including articles for SAIC's Project Management Quarterly Bulletin, CrossTalk - the Journal of Defense Software Engineering, and four IEEE book chapters dealing with estimation and project management.
In 1989, he formed Science Applications International Corporation's Corporate Software Process Group and led it for its first two years.
He is the principal author of SAIC's two courses on software estimating. He was an instructor for SAIC's Fixed Price Project Management
course for four years. For the past 15 years, he has focused on defining integrated processes for developing software-intensive systems
and managing their development and operation. |
(2005-04) The 7th NASA-ESA Workshop on Product Data Exchange (PDE)
Georgia Institute of Technology host on the Georgia Tech campus. This workshop has a strong emphasis on Systems Engineering, specifically related to interoperability and data exchange. |

Dr. Christian Smart is currently employed as a senior cost analyst with Science Applications International Corporation. He has several years experience in cost modeling and parametric estimating. He is a member of both the Society for Cost Estimating and Analysis (SCEA) and the International Society of Parametric Analysts (ISPA). Dr. Smart currently serves as President of the Greater North Alabama Chapter of SCEA. He was awarded best paper in the applications track at the 2004 ISPA conference for "Process-Based Modeling".
Dr. Smart earned his bachelors degrees in Economics and Mathematics from Jacksonville State University, and a Ph.D. in Applied Mathematics from the University of Alabama in Huntsville. |
