The Nominations and Elections Committee is pleased to present the 2007 slate of candidates for elected offices on the Board of Directors and the Member Board. Thanks to those who have agreed to run for office, and to the many persons who have considered holding office in INCOSE.
The official ballots will be mailed from the Central Office on 1 October. Please review the candidate biographies and visions for your region. Be sure to cast your ballot early to ensure it is received in the INCOSE Central Office in Seattle , Washington, USA , no later than 30 November. Please note that your region is officially determined by the headquarters of your chapter (not by your personal location), except for those members not affiliated with a chapter.
This year, we will be electing individuals to fill the following positions:
Roles and responsibilities for these positions are shown below.
President
This elected Officer Position begins in the Office of President-Elect and after two-years, evolves to President. There is a two-year term of office as President. The President is the senior officer and spokesperson for INCOSE, and provides leadership and strategic direction for the organization. The President should be a recognized spokesperson for the advancement of systems engineering and possess proven leadership experience in industry, government, and/or academia. Demonstrated dedication to INCOSE’s mission, values, and organizational growth is an essential requirement for candidacy. Ideally, the candidate will hold a professional position involving frequent interaction with decision-makers in the industries dependent on systems engineering.
Responsibilities:
- Supervision, direction and control of the business and officers of the corporation
- Presides at all meetings of the Board and Members
- Represents INCOSE to the international community

President-Elect
The INCOSE President Elect is an elected, Officer Position with a two-year term of office. The President-Elect serves as a member of the Executive Committee and a voting member of the INCOSE Board of Directors. As Chief Operating Officer for the Corporation, the President Elect Chairs the Planning and Budgeting Committee, which develops and maintains the INCOSE Long Range Plan and Annual Operating Plan. The President-Elect supports the President in the day-to-day operation of INCOSE.
Responsibilities:
- Performs all duties of the President when the President is absent, disabled or refuses to act
- Participates in all BOD and EXCOM meetings
- Participates on other committees as assigned
- Succeeds the President when his/her term of office is complete or upon resignation of the President

Treasurer
The INCOSE Treasurer is an elected, Officer Position with a two-year term of office. The Treasurer serves as a member of the Executive Committee and a voting member of the INCOSE Board of Directors. As Chief Financial Officer for the Corporation, the Treasurer keeps and maintains adequate and correct books and records of account of the corporation.
The treasurer ensures that sound decisions are made in expending funds, in accordance with strategic directions and plans of the organization, and based on a sound business case.
Responsibilities:
- Maintains records of all financial transactions
- Maintains and report current financial status of the corporation
- Receives and deposits all monies and other valuables belonging to the corporation in the name and to the credit of the corporation
- Disburses INCOSE monies and other valuables as authorized by the Board of Directors
- Prepares, Coordinates and maintains the INCOSE Annual Operating Budget, with the support of the Planning & Budgeting Committee
- Prepares and delivers a complete financial statement to the BOD and Committee Chairs on a semi-annual basis
- Participates in all BOD and EXCOM meetings
- Participates on other committees as assigned

Director for International Growth
The INCOSE Director for International Growth is an elected, Director at-Large position with a three-year term of office. The director will develop, implement and maintain a strategy and plan for reaching out to untapped areas of high-potential membership, and growing membership at the individual and corporate level on a global scale.
Responsibilities:
- Establish and maintain a strategy and plan for international growth
- Works with the Directors of the Member Board and Corporate Advisory Board to develop and direct an implementation of plan for international growth
- Prepares, Coordinates and Communicates International Growth needs into the INCOSE Long Range and Annual Operating Plans
- Report status of plan for international growth to the BOD
- Participates in all BOD meetings
- Serves on other committees as assigned

Director for Leadership & Organization Development
The INCOSE Director for Leadership and Organizational Development is an elected, Director at-Large position with a three year term of Office. This individual is responsible for developing, maintaining and implementing all INCOSE organizational development plans to improve the effectiveness of the incumbent and future INCOSE leadership. This individual is also be responsible for designing, facilitating, and documenting key leadership meetings such as the INCOSE Executive Summit, INCOSE Board retreats, and serves as a process consultant at all BOD meetings.
Responsibilities:
- Participate in all Board meetings
- Serve on other committees as assigned
- Prepare, coordinate and communicate Organization Development needs into the INCOSE Long Range and Annual Operating Plans
- Coordinates activities with other elected and appointed BOD members
- Oversee the annual assessment of the performance of the INCOSE leadership and offer recommendations for improvement
- Facilitate key INCOSE leadership meetings and retreats
- As part of an overall integrated INCOSE strategy, develop, implement, and maintain a plan for leadership development

Member Board Regional Representative
The Member Board (MB) Regional Representative is an elected official representing the INCOSE members and chapters of the particular region from which he/she is elected. Regional Representatives need to know the leadership of, strengths and needs of the chapters in their respective regions. They should be available to receive member and chapter questions and seek out answers from various sources. They are also a vital conduit of information between INCOSE, the chapters, and the members. Regional Representatives should available to attend both IS and IW each year, including the Saturday before each event. If elected by the MB, a representative serves 3 years in turn as Secretary, Co-Chair, and Chair of the MB. For the latter two years, they also serve as a voting member of the INCOSE BoD and should be prepared to attend a total of four BoD meetings each year, two of which are held at the IS and IW.
Responsibilities:
- Participates in MB monthly teleconferences
- Contacts each chapter in their region quarterly, at a minimum
- Attends meetings at all chapters in their region of responsibility to communicate INCOSE messages and gain better insight into Chapter issues
- Leads efforts to ensure their regional chapters are functionally healthy and meeting member needs
- Prepares quarterly reports on the health of their regional chapters, which are reviewed by both the MB and the BoD for actions as necessary
- Attends both the International Symposium and the International Workshop (see above)
- Represents the MB and the members by serving on INCOSE Top Priority project teams
- Serves as the lead for MB initiatives
