INCOSE eNote: News and Notes from the INCOSE Network
Vol 2  Issue 6 – 1 July 2005

INCOSE's 15th Annual International Symposium (IS2005) Still Accepting Registrations! The IS2005 committee has embraced this year's theme of "Systems Engineering: Bridging Industry, Government, and Academia" with a robust program of technical papers, keynote speakers, tutorials, panels discussions, and social events. Register prior to the event or on-site and choose to attend the full week or focus on one day. Sign up to learn new skills with tutorials offered each day. Gain new insights as keynote speakers discuss the application of systems engineering in many domains. Learn from technical paper presentations covering SE management, process, measurement, tools, case studies, and more. Network with hundreds of colleagues from around the world at the ice breaker reception (with chances to win prizes) and the banquet (with fabulous entertainment). All the information you need to take advantage of these opportunities is available at the IS2005 website.

INCOSE Member Board Appoints New Region I Representative. The Member Board has formally appointed Neill Radke of the North Star Chapter to serve as the Member Board representative for Region I. Neill will serve in place of Cathy Plowman, one of the original Member Board representatives who unfortunately had to resign earlier this year. We will miss Cathy's contributions but look forward to working with Neill as we continually seek to increase the value of membership in INCOSE.

Neill is the systems engineering lead for a munitions development program at Alliant Techsystems Ordnance Systems. He has over thirty years of experience in the design and development of digital systems and has been the systems engineering lead on programs at Lockheed Martin and at Goodrich Aerospace. In 2000, Neill was the president of the INCOSE North Star Chapter in the Minneapolis/St. Paul area of Minnesota. Neill has remained active in his chapter and is currently the Director of Government and Academia. In this position, he has been working with the University of Minnesota to establish a Systems Engineering Masters Degree program there. Neill brings excellent INCOSE and chapter experience to the Member Board.

Several New Technical Groups to Meet at the International Symposium. For many, attending the International Symposium goes beyond the technical sessions and social events. Working groups, administrative committees, and leadership bodies meet to advance a broad range of INCOSE efforts. Three new working groups will be meeting in Rochester. All members are invited to participate. If you are interested in joining but can't attend the sessions in Rochester, please contact the working group chair.

  • Network Centric Operations. In this information age, those with the ability to communicate effectively have the strategic advantage. The organization with the right information at the right time will prevail, whether it’s in the military arena or in industry. Systems engineering is a critical skill required by Network Centric Operations to lead the design of complex platforms that involve many individual systems. INCOSE should take a leading role in network centric architecture development, System-of-Systems process, modeling methods, systems engineering standards and policy, etc. The network centric systems engineering activities will involve every area as outlined in INCOSE Systems Engineering Technical Vision 2020. Kickoff and follow-up meetings will be held at 5 PM Monday, July 11 and noon Wednesday, July 13 at the International Symposium in Rochester (both meetings to be held in Hyatt Grand Ballroom A). If you are interested and cannot attend, please contact John C. Hsu.
  • Department of Energy Facilities Working Group (DOE FWG). The DOE FWG formed during the 2005 International Workshop to foster relationships between the INCOSE chapters having members associated with the United States DOE missions. Our goal is to share lessons learned in chapter activities and knowledge of SE best practices within the DOE complexes. The DOE FWG started with a limited focus to gain a foot hold and plans to expand its vision in the future. Members meet at the International Workshop and the International Symposium and participate in monthly teleconferences to maintain direction. We have a meeting set for Sunday (July 10) afternoon during the Symposium in the Hyatt Eastman Boardroom. If you are interested in participating, contact Phil Simpkins.
  • Disruptive and Evolving Technologies. Two introductory sessions on distruptive and evolving technologies were held during the 2005 International Workshop. This forming group will host another workshop at the International Symposium to discuss a number of issues pertaining to disruptive technologies and disruptive requirements in the context of long product lifecycles which are typical of defense programs and their traditionally “sustaining” development processes. Contact Ayman El-Fatatry for additional information.

Membership Renewal Continues Renew today and continue to leverage the many benefits of membership including the Members Only Area, conferences and symposia, working groups, publications, and the many benefits provided by your chapter. Members who have not renewed by 1 August will no longer receive these benefits. The German, Israeli, Netherlands, South African, and UK chapters as well as AFIS ask that their members renew locally (points of contact for all chapters are shown on the Find a Chapter page). All others are encouraged to renew online using the information from your dues reminder received in early May (the invoice number is your member number). If you have questions on renewing, please contact the Central Office for assistance.

Discuss and Jobs Reflectors Moving to New Server. On July 7, the INCOSE discuss and jobs email reflectors will will be migrated to the new server. Members will notice some changes in capability with additional enhancements to come. All existing subscribers will automatically be transferred to the new reflectors. Watch the INCOSE website for additional details.
