Engineering systems exist to meet the needs of stakeholders. The determination of stakeholder needs and subsequent translation of these needs into requirements drives the system architecting process. Often stakeholders’ needs and value for system capabilities change during system development. These changes in utility can significantly influence the system architecture and architecting process. This research seeks to understand the causes and effects of changing stakeholder utility in the context of weapon system acquisitions. My hypothesis is that insight into dynamic utility will lead to improved program planning strategies and system flexibility.

Biography
Captain Jason Bartolomei is a 1997 graduate of Marquette University, where he majored in Mechanical Engineering. He has an MS in Systems Engineering from the Air Force Institute of Technology. He is an USAF acquisitions officer with experience as a systems engineer and an integrated product team lead at the F/A-22 System Program Office. Most recently he served as an Assistant Professor of Engineering Mechanics and Director of Systems Engineering at the US Air Force Academy.
