Backed by the broad membership of INCOSE, the SECOE offers a strong collaboration of academic, industry, and government to address research issues in systems engineering.

Funding Sources

SECOE is funded by three types of funding sources:
  • Research funding - contracted funding for specific projects, topics, and/or products
  • Administrative funding - negotiated grants to further the advancement of systems engineering research - benefits are negotiated on a case-by-case basis
  • INCOSE funding - minor expenses granted from INCOSE operating funds
Allocated grants and contracts are yet insufficient to allow full SECOE operation. If your organization is interested in fostering systems engineering research, please contact us at secoe@incose.org.

SECOE Leadership

SECOE was created to fulfill a vision that originated in the fertile mind of Brian Mar while serving as the second President of INCOSE (then called NCOSE). Foreseeing the need to perform underlying research in the development of complex systems, Dr. Mar developed the draft concepts of SECOE. In 1997, Barney Morais furthered the concepts by leading a small group to develop the SECOE charter (see SECOE Introduction). From 1999 through 2005, Eric Honour (sixth President of INCOSE) served as Director of SECOE to develop the structure and growth.

Current leadership of SECOE rests with:

  • Dr. Scott Workinger - Director SECOE and INCOSE Lead Systems Engineer for Research
  • Dr. Rashmi Jain (Stevens Institute of Technology) - INCOSE Technical Director for Education and Research
  • Samantha Brown (BAE Systems) - INCOSE Technical Director
In addition, the following senior academics provide guidance and review of SECOE activities as a part of INCOSE activities:
