Presenter: Mr. Chris Hoeber, Chief Engineer, Space Systems/Loral + + + + + Abstract ~~~~~~~~ We have all read a lot recently about American firms being investigated for export control violations and transfer of "sensitive" technology in conjunction with the foreign launch of American manufactured satellites. This talk will present an introduction to the International Traffic in Arms Regulations, which form the basis for satellite export control regulation, and it will ask us all to think about questions such as: o What are we trying to protect and why? o Are we trying to protect the unprotectable? o What are the potential consequences of limiting foreign satellite sales and launches? o How do we embed sufficient technical competence in our export control regulations? o Are national security and economic gains necessarily contradictory objectives? Presenter's Background ~~~~~~~~~~~~~~~~~~~~~~ Mr. Chris Hoeber is the Chief Engineer at Space Systems/Loral, one of the premier manufacturers of commercial communication satellites. In this new position, he is able to address a broad range of strategic issues of relevance to the engineering community. He has been in the business of designing and testing satellites for 29 years, the last 24 at SS/L and its predecessor company, Ford Aerospace. During that time, he has held a variety of Systems Engineering, Program and Engineering/Operations Management positions.
