Abstract:

Key aspects of Systems Engineering create an environment that encourages the development of best value solutions. These elements include requirement analysis and allocation, trade studies, risk management, and program evaluation. In this discussion, the term "best value solution" is defined as a balanced solution between cost, performance, schedule and risk (Cook et al. 1999), (Kaye, Graham 1999).
