About the Presentation:
Internationalization of defense and commercial markets, especially at the R&D stages of acquisition, offers significant program benefits in light of increasing budget pressures both within the United States and allied partner nations. In order to effectively reap the possible benefits, international joint development and production programs must not just economic considerations but technology sharing feasibility to achieve successful outcomes. Countries that are global leaders in technology often implement demanding bureaucratic processes through export regulations to protect their investments in capabilities, including defense and force protection, and industrial base. Understanding and consideration of the external constraints of the regulatory environment on technology sharing can inform early stages of system architecture development and program structure, potentially resulting in improved participation among international customers and industrial partners and suppliers.

About our Presenter:
Robert A. Duerr PhD – “Dr. Bob” is a NORTHROP GRUMMAN Aerospace Systems Sector Engineering Fellow and the sector’s Lead Export Technical Advisor, where he leads a group of over 80 engineers in technical interpretation and application of U.S. and international export regulations to Northrop Grumman products, data and services. During his thirty-five year career at Northrop Grumman, he has held engineering positions of increasing responsibilities in functional and project engineering management, and currently supports Northrop Grumman’s Global Trade Management organization from his Melbourne Florida office.

In addition to his Northrop Grumman responsibilities and active Melbourne Regional Chamber of Commerce involvement on the Board of Directors, Bob chairs the Space Coast Tech Council. Several years ago, Bob formed TechCEL LLC, a privately-held consulting firm specializing in providing support to small/medium-sized businesses, law firms and universities in export regulations and leadership effectiveness.

Bob received his BS in Aerospace Engineering from the University of Cincinnati in 1975, MS in Mechanical Engineering from the University of Toledo in 1979, MBA from Webster University in 1997, and PhD in Organization and Management from Capella University in 2009.
