Hello Liberty Chapter Members!
As promised, the Liberty Chapter is please to announce it's first INCOSE event since our re-establishment. It will be on Thursday September 13th at the Stevens Institute (details below).
We are fortunate to have
Stephen McCarthy, speak with us about the System Engineering work he has done with various projects such as Emergency Medical Services for Tompkins County. He is now continuing his career as an Systems Simulation Instructor for the United States Military Academy at West Point. I became aware of Mr. McCarthy due to an interesting article I found (

I particularly liked this quote:
“In the military, like in SE, you need to define the problem and understand what your needs and requirements are functionally before diving into solutions,” McCarthy said. “In my last job, for example, the most challenging aspect was getting everyone on the same page. There were U.S. and Coalition forces and military police, and civilians that work on Bagram Airfield as firefighters or paramedics. If we were to conduct an exercise for a single attack on the base, we had to ensure that everyone understood what the plan was, where everyone had to go in order to defeat such an attack. In the EMS project, the crux of the problem is similar—the unification of all the stakeholders.”
Stakeholder engagement is essential for a System Engineer to be successful in his projects. I have to deal with this aspect every day in my career and I thought it would an excellent topic for our first event for fellow SE practitioners to discuss.
In addition, our very own former Liberty Chapter president, Frank Salvatore has been kind enough to also give a small talk about INCOSE as an organization, and about the Decision Analysis work group that he chairs.
Since everyone gets out of work at different times, we arranged a meetup place (The Ainsworth) before the event for a drink or some food.
The rough Agenda is as follows:
5:30-6:30 - The Ainsworth, (Food/Drinks)
6:45-7:15 - Meet at Stevens, Babbio Building Center, (Meet-and-Greet)
7:15-7:45 - Introductions and talk by Frank Salvatore
7:45-8:30 - Presentation by Stephen McCarthy
