2016 Officer Biographies:

President​
Gerald "Jerry" Maxwell
Jerry is a retired USAF Colonel (O-6) with over 32 years of service (10 active over 20 in USAF Reserves).  He has served as a Branch Chief, Division Chief, and Laboratory Deputy Director and managed numerous USAF projects and programs including guidance systems, space manufacture of materials, infrared high value target acquisition, micro- and nano-satellites.  Jerry has also been a contractor previously with Teledyne Brown Engineering for almost 5 years.  He also has over 22 years of experience at NASA.  While at NASA he managed over 10 missions and thousands of pieces of flight hardware.  He led numerous hardware, safety, material, test, and flight reviews.  He is the department representative for systems engineering processes and procedures, where project management and systems engineering guidelines and requirements are formulated at NASA.  He serves as the department Safety Representative and Chairperson of the Marshall Safety and Health Action Team (MSAT).  He has served in the past as the Vice President for Communications of the Project Management Institute (PMI), past board member of the north Alabama chapter of PMI, past treasurer of the Military Officers Association of America (MOAA), and is a current MOAA Board member. Jerry is an INCOSE HRC member and has published/presented over 50 journal articles.  He is a community volunteer with Habitat for Humanity and is very active in local and state politics.

President-Elect
Josh Whitehead, Ph.D.
Josh is a Senior Systems Engineer with Jacobs Engineering, currently supporting NASA’s Space Launch System (SLS) launch vehicle design as the System Verification and Validation (V&V) Lead and contract subelement lead for V&V activities.  He has served previous roles with Jacobs in systems engineering, including V&V Technical Lead for the NASA SLS Solid Rocket Booster and NASA Ares I First Stage Booster V&V Lead.  His background also includes leadership of a prime contractor systems engineering team as the Systems Engineering and Integration Technical Lead for Ares I First Stage, and subscale solid and hybrid rocket motor manufacturing and testing while working with ATK Launch Systems.  His professional experience spans multiple industries and application areas including launch vehicle design, propulsion system testing, chemical process engineering, manufacturing, material management and supply logistics, and environmental engineering.  He maintains certification as a Professional Engineer in the state of Alabama and is an INCOSE Certified Systems Engineering Professional (CSEP).  Josh received his bachelors degree in Chemical Engineering from Auburn University and his M.S. and Ph.D. in Mechanical Engineering, with focus on rocket propulsion systems, from the University of Alabama in Huntsville.

Past-President
Joseph "Joe" Peter Hale, II
Joe has worked with NASA at the Marshall Space Flight Center (MSFC) since 1985. He received a B.A. in Psychology from the University of Virginia in 1976 and an M.S. in Applied Behavior Science (Psychology) from Virginia Tech in 1981. He continued graduate studies at Virginia Tech through 1984 completing all coursework for a Ph.D. in Human Factors Engineering while participating as a Graduate Co-op Student at MSFC. In 1990, he received an M.S. in Systems Management from the Florida Tech.

Joe was recently Manager for the NASA Integrated Model-centric Architecture (NIMA) Initiative, an Agency-wide effort to help move NASA from a document-centric to a model or data-centric culture. Prior to that he was the Lead for development of MSFC’s procedural requirements for software engineering and was the MSFC representative for the development of the NASA Standard for Models and Simulations. He also served as Lead Systems Engineer for the Next Generation Launch Technologies’ Advanced Engineering Environment. Much of his prior work at MSFC was as a Human Factors Engineer, working various projects, including Spacelab and the International Space Station. He spent five years as Team Lead for the Human Engineering and Analysis Team.

Joe is a Certified Human Factors Professional (CHFP) (Board of Certification in Professional Ergonomics) and a founding member and first president of the Tennessee Valley Chapter of the Human Factors and Ergonomics Society (HFES).

Vice President
Wanda Whyte
Wanda is a senior systems engineer with expertise in technical management, systems engineering and project management for NASA, NAVY, Army, and other DoD agencies. Her professional career spans achievements in life cycle development, efficiency studies, automated documentation production, computer technology training, risk management, system validation and verification, and DAU acquisition processes.   She began her career as a software engineer and has worked in this capacity for numerous companies, including Westinghouse, Raytheon Company, and Camber Company. While at Raytheon, Wanda implemented and managed the requirements, design, development, and test phases for missile subsystem software projects. At Camber, she led the production of the software requirements specification for the upgraded OH-58D Kiowa Warrior Cockpit Procedures Trainer Image Generator  simulator.  As a systems engineer she was the lead software engineer on the Bradley/MLRS Chassis Modernization/Embedded Diagnostics project.   Wanda served as a senior systems engineer and project manager for SAIC including development and implementation of a systems engineering “Center of Excellence”. 

Wanda holds a bachelor’s degree in computer science from the University of Alabama, Huntsville. She is a certified systems engineering professional (CSEP) with INCOSE and a project management professional (PMP). 

Treasurer
Luis Alberto Duarte
Alberto, born in Bogotá, Colombia and a US citizen, has devoted his 30 plus US years to his family, the community, and the Aerospace industry. First, worked for Federal Government contractors (Martin Marietta and Boeing Aerospace) and then for the US Aerospace Agency at the Marshall Space Flight Center (MSFC). For the last 24 years in NASA, he has had the privilege to support several organizations and programs and projects (Space Shuttle, National Launch System (NLS), Space Transportation Directorate, Safety and mission assurance (S&MA) and Engineering Directorate) in various technical and management capacities: lead project engineer, S&MA Manager, system engineer; Program risk management manager; director assistant and the X-33 Propulsion Chief Engineer.  Currently he is working under the MSFC Chief Engineer’s Office in the Systems Engineering Management Organization.  

Alberto holds: BS degree in Chemical Engineering from “National University of Colombia”; Master’s degree in Chemical Engineering from Tulane University of New Orleans; and Master’s degree in Systems Engineering & Engineering Management from University of Alabama in Huntsville (UAH). He is the President of the Optimist Foundation (over one million dollars fund).

Secretary
James Gomez
Since graduating from the University of Alabama Huntsville in 2000, James has enjoyed an extensive career in software and systems engineering.  He began his career developing and testing software for the International Space Station and Theater High Altitude Air Defense System.  He then joined the Defense Information Systems Agency to develop agency-wide systems engineering tools and the DISA Systems Engineering process. Later, he joined Lockheed Martin where he worked as a software engineer and functional manager to develop large-scale distributed missile defense systems.  Recently James joined Dynetics, where he works as a Senior Engineer developing software products for their DoD customers.  He is a fairly new INCOSE member, and a newly minted Certified Systems Engineering Professional (CSEP).  He holds a bachelor’s degree in Computer Engineering from the University of Alabama Huntsville, and a Master’s degree in Systems Engineering from George Mason University.  James is also an active member of the USAF Reserves.

Program Chair
David Swinney
David is a Professor of Systems Engineering for the Defense Acquisition University (South Region). He teaches courses in systems engineering, test and evaluation, and information technology. He is a member of the DoD Acquisition Corps and holds level 3 certifications in the Program Systems Engineer, Program Management, Test and Evaluation, and Information Technology career fields.  

David came to Huntsville in 2005 after retiring from active duty in the US Air Force. He has extensive experience leading teams in the engineering management of large and complex aerospace systems including the development, test, fielding and support of large body aircraft, space launch vehicles, satellites, and ballistic missiles, and their associated test, launch, and support facilities. He holds an undergraduate degree in mechanical engineering from Oklahoma State University and a graduate degree in astronautical engineering, from the Air Force Institute of Technology. David has a wife and four children, and his hobbies include music, fencing, and shooting.

Communication Committee Chair
Bob Robinson
Bob is an IEEE Senior Member, Certified Software Development Professional (CSDP), and Boeing Associate Technical Fellow in embedded software systems. He currently works with the Boeing Integrated Defense Systems (IDS) Advanced Network & Space Systems (ANSS) group in Huntsville, Alabama, serving as team Scrum master on the NASA Flight Computer Characterization Software and checkout, followed by test phases in the Michoud Assembly Facility in Louisiana and the NASA Stennis facility in Mississippi. He previously worked on the NASA ARES I IUA contract, and then moved to Everett, Washington for a year to support final integration and test of the Boeing 787 flight control surface elements. He has supported the U.S. Department of Homeland Security programs and on systems engineering activities for Boeing’s efforts in Saudi Arabia and ground robotics. Bob led SPACEHAB program software engineering for 13 years, tailored program policies and procedures for conformance to SEI capability maturity model process discipline guidelines. He worked as systems and software engineer on the Carnegie Mellon Red Team for DARPA Grand Challenge desert races, and subsequently handled systems engineering for unmanned vehicles in urban combat scenarios, as well as software defined radios for U.S. Army and Air Force customers.

Bob has served in a series of software, hardware, and systems engineering roles over the past 25 years in homeland security, unmanned vehicle systems, commercial space carriers, military ballistic defense, commercial nuclear safety programs, and the Riyadh, Saudi Arabia airport. After 6 years active Navy duty in the early 70s, Bob completed multiple degrees at Louisiana Tech, then worked for Avco Electronics, SAIC, Unisys, and GTE in Huntsville before arriving at McDonnell Douglas in 1991, merging with The Boeing Company in 1997. Bob earned a Masters in Systems Architecting and Engineering from University of Southern California in 2004 (Software Engineering specialization track), Bachelors in Mathematics/Bachelors in Electrical Engineering from Louisiana Tech (1980), and completed Masters in Electrical Engineering coursework at Louisiana Tech (1981). Bob is active in twenty IEEE Standards Association committees/working groups, the SAE AS-4 Unmanned Systems standards committee, and he serves on IEEE, INCOSE, and AUVSI manuscript review teams, and reviews abstracts/manuscripts on Boeing internal conference committees.

Bob created a web-based CMMI Process Improvement discussion group on a weekend between a two-week NASA JSC Joint Integrated Simulation session. He solicited subject matter expertise from SEI and worldwide consultants, and he moderates group interactions.

In Huntsville, Bob manages the IEEE and INCOSE websites, and serves on several area technical conference planning committees annually. Bob was the 2008 Huntsville Association of Technical Societies (HATS) IEEE Professional of the Year, currently on the HATS board as 2009 HATS president-elect and INCOSE delegate, and serves on various forum/conference planning committees. He works with area youth to promote excellence in science and technology pursuits in Science and Engineering Fairs, Future Cities Competitions, and other technology based events for middle school, high school, and university students. Bob served in 2003-2007 as INCOSE Huntsville Chapter member chair, then as communications chair and program publicist, coupled with webmaster duties.

Membership Committee Chair
Bradley Biehn
Bradley  is an Active INCOSE Member since June 2011 with more than 26 years of experience on project and program management in government and industry.  His primary areas of expertise include Verification and Validation, Risk Management, Systems Engineering, Space Systems, Ballistic Missile Defense, Interdisciplinary Space Technology research and development, and Test, Evaluation.  He works with current members to develop additional members of the local INCOSE organization.

Industry Representative
Guy Osborne​
Guy is a Senior Systems Engineer at Ducommun Miltec Corporation in Huntsville, Alabama.  He currently serves as the Deputy Product Manager and the Chief Product Engineer for a ballistic missile target system for the U.S. Missile Defense Agency. 

Guy has served in the U.S. defense sector for over 40 years, 22 of them as an active duty U.S. Air Force officer, and the last 18 years as a defense contractor supporting U.S. missile defense efforts.  He has extensive international experience with NATO and other allies and has brought his expertise to bear on both operational and technical intelligence programs, as well as to missile defense.  Mr. Osborne holds a BS in Electrical Engineering from the University of Central Florida and a Master of Aeronautical Science degree from Embry-Riddle Aeronautical University, and is a certified DoD Acquisition Professional in the area of System Planning, Research, Development & Engineering.  He is a Past President of the Huntsville Regional Chapter, International Council on Systems Engineering (INCOSE) and has served on its Board of Directors since 2008.

Government Representative
Tom Channell
Tom has served as the Associate Director for Systems Engineering Management in the Engineering Directorate of the Aviation and Missile Research Development and Engineering Center since 2011.  Prior to this assignment, Tom was the Chief Engineer for the Grey Eagle Program from 2007-2011, Lead Systems Engineer for the Fire Scout Program from 2004-2007, and a Production Engineer for the Comanche Program from 2000-2004.

Prior to his work at Redstone Arsenal, Tom was an Industrial Engineer supporting the Directorate of Logistics at Fort Benning, GA from 1992-2000.  Tom taught as a Distance Learning Instructor for Troy State University from 1995-2007, teaching classes in Principles of Management and Organizational Behavior.

Tom’s education includes a BS (Industrial Engineering) from Auburn University, an MBA from Columbus State University, and a MS (Systems Engineering) from University of Alabama – Huntsville.  Tom is a registered Professional Engineer and a Certified Systems Engineering Professional (CSEP).  Tom is a certified member of the Army Acquisition Corps and is certified at Level III in the Engineering career field.

Lane Fabby
Lane has more than 15 years of experience in providing professional development services to individuals, teams, and organizations. Lane has had the unique opportunity to work with various CEO’s of Fortune 100 companies, thought leaders, authors, and top military and civilian officials throughout her career. Through this rare experience in knowing individuals who have helped shape the 21st century workforce, she has gained an extensive knowledge base in identifying clients’ needs, designing learning events, and delivering customized high-quality and high-impact programs aimed at changing thinking and behaviors.

Lane specializes in the areas of executive and leadership development, training and facilitation, curriculum design, team development, performance management, communication skill development, and executive coaching. From Lane’s experience working with Flags, Generals, and SESs at the Naval Postgraduate School at the Center for Executive Education, she understands the importance of well-facilitated events, connecting with participants, promoting rich dialog, recognizing learning moments, asking provocative questions, and including experiential learning and team exercises in order for participants to attain a deep learning experience.

Lane earned a Master of Science degree in Global Leadership from the University of San Diego’s School of Business Administration, coupled with specialties in leadership development, project management, and business operations. Additionally, she holds a certification in Appreciative Inquiry, High Order ThoughtTM, Polarity Thinking, Project Management, Strengths Advocacy, and is a Temperament Certified Professional (i.e. MBTI). She is also a qualified Executive Coach through the Center for Executive Coaching (International Coach Federation (ICF) Accredited).

Lane is the Director of Professional Development at the University of Alabama in Huntsville (UAH), President & CEO of Fabby Leadership Solutions, Inc., a Harvard ManageMentor (HMM) Instructor, and a published writer. She is a member of the Association of Professional Coaches, Trainers, and Consultants (APCTC), Women in Defense (WID), and Women’s Economic Development Council (WEDC); she serves on the WEDC Foundation Board, serves as Vice President of Wounded Blue, Inc., and is a graduate of Leadership Huntsville Madison County. Lane currently resides in Huntsville, Alabama.
