Welcome to the SOARizona Chapter

Welcome to the SOuthern ARizona (SOARizona) INCOSE chapter website. The chapter is centered in Tucson, Arizona. Anyone whose interests intersect with the profession of Systems Engineering is welcome to participate. This includes those in the profession of Project Management for engineering content as described on the wiki for the Guide to the Systems Engineering Body of Knowledge (SEBoK).  Get involved with the chapter through chapter meetings, speaker series, working groups, conferences, the U of A, and support to pre-college development of interest in Systems Engineering.

SOARizona is also actively engaged with mentoring in the College of Engineering at the University of Arizona.

Meeting Speaker Dr. Don Gelosh – Evidence-Based Approach to Implementing the New INCOSE Systems Engineering Competency Framework

Albuquerque , USA
ATA, 1300 Britt Street, SE. Also GlobalMeet7

Abstract: The much-anticipated new INCOSE Systems Engineering Competency Framework was released in July 2018. In this presentation, Dr. Don Gelosh, Chair of the Competency Working Group, will discuss how individuals and organizations can use a practical evidence-based approach with the new framework to enhance their systems engineering expertise. The framework consists of 36 competencies across five groups: Core, Technical, Management, Professional, and Integrating. In addition to a description and explanation of why it is important, each competency includes a set of evidence-based indicators of knowledge and experience for five levels of competence: Awareness, Supervised Practitioner, Practitioner, Lead Practitioner and Expert. Dr. Gelosh will explain how individuals and organizations can use these evidence-based indicators to help identify and acquire the necessary knowledge, skills, abilities, behaviors and experiences at the appropriate levels of proficiency to enhance their own Systems Engineering effectiveness across their careers and the workforce.

Bio: Dr. Don Gelosh is Director of Systems Engineering Programs for the Institute’s Corporate and Professional Education (CPE) division. Dr. Gelosh advances the overall state of practice for systems engineering through his efforts with the International Council on Systems Engineering (INCOSE), the Armed Forces Communications and Electronics Association (AFCEA) and the Systems Engineering Division of the National Defense Industrial Association (NDIA).

Don has more than 40 years of systems engineering experience from various assignments with the US Air Force, government, industry and academia. He comes to WPI from the Department of Defense (DoD) where he was Deputy Director for Workforce Development for the Deputy Assistant Secretary of Defense for Systems Engineering at the Pentagon. In this position, he was responsible for managing the education, training, and experience certification standards for almost 40,000 DoD workforce members in the Systems Engineering career field.

In previous assignments, he was lead systems engineer for communications and payload integration on NASA’s Vehicle Integration and Test Team supporting the Space Shuttle, he taught Electrical and Computer Engineering at the USAF Academy, he served as Deputy Department Head for Electrical and Computer Engineering at the Air Force Institute of Technology and was Dean of Learning and Technology at the National Defense University.

His SE research areas include Technical Leadership, Experience Acceleration, Workforce Development, Competencies and Competency Frameworks, Learning Technologies, Modeling CAD Layout Tools, VLSI & VHDL, Artificial Intelligence, Machine Learning and US Federal Acquisition.

Don received his PhD in electrical engineering from the University of Pittsburgh in 1994, a master of science in computer system design from the University of Houston at Clear Lake in 1989, and a bachelor of science in electrical engineering from the Ohio State University in 1981. He also holds an INCOSE CSEP – Acquisition certification and is DAWIA Level III certified in Systems Engineering.
