The model described in this paper used actual data and a real IPPD organization framework to quickly measure team productivity goals and achievement along with necessary attributes to track and direct requirements. Effort is underway to gather data on past and current programs within the organization to identify either best practices or develop program independent, standardized processes in requirements management.
