Transportation improvements have been and will be an important concern of public policy makers, transport agencies, and transport economists. To address this concern, we propose applying system engineering concepts and techniques and mainly to use simulation as a requirement validation tool to assess the extent to which possible improvements would meet the requirements of various stakeholders.
