The typical systems engineering application focuses on developing and delivering products which meet an acquirer’s specified requirements, with emphasis on performance requirements. As currently practiced, however, systems engineering is not considered as a mechanism for identifying and reducing the amount of development rework – a major cause of project delays and cost overruns.
