The INCOSE Systems Engineering Vision suggests that if systems engineering is to be adopted by small and medium enterprises then lean/agile process sets must emerge accompanied by multiple views that include socio-technical, economic and political perspectives. In this paper, the authors apply a lightweight systems engineering framework to analyze a socio-technical problem domain with the potential to influence the quality of life in the Norwegian High Mountain Plateau.
