The paper explores a comprehensive, integrated approach to the measurement of value-for-money during system utilization and highlights the role of systems engineers in the performance of this important activity. The linkage back to designed system cost-effectiveness is illustrated and the transformation of the cost-effectiveness model for application during system utlization is explained.
