Whenever a parametric cost estimate is made for a large system, there comes a time near the end of the estimating process when the analyst wonders if everything that is supposed to be in the estimate actually is in the estimate. Among the frequent errors and omissions are so-called “system level” costs, also known as “wraps” or “SLCs.” NASA and the Air Force, in the NASA Air Force Cost Model define system level cost elements as comprising: ▪ Systems Engineering and Integration ▪ Integration, Assembly and Checkout ▪ Ground Support Equipment ▪ Program Management ▪ System Test Operations ▪ Launch and Orbital Operations Support Not all of the items above should be added to a basic estimate.
