The use of commercial-off-the-shelf (COTS) products as part of an acquisition strategy has continued to present unique challenges to both acquisition and user organizations including the Federal Aviation Administration (FAA). Using a system engineering-based programmatic risk management approach, the FAA has developed a risk mitigation methodology adapted to the acquisition and life cycle support of COTS-based systems.
