While the problem of poor requirements engineering and management has been documented since the dawn of systems engineering the continual documentation and discussion of the problem requirements has not resulted in a practical solution to the problem. This paper discusses applying the Blackboard methodology used in Artificial Intelligence to the development of a suite of Computer Enhanced Systems Engineering (CESE) tools that may be able to alleviate much of the problem.
