This paper examines how the Housing Development Board (HDB) of Singapore provides low cost housing in addition to achieving other social, economic and political goals. It uses the large-scale systems engineering framework to analyze these goals, the boundaries HDB has to maintain or overcome and the continuous improvements it had achieved.
