While systems engineering has traditionally concentrated on formal regulations as the basis for design requirements, other informal regulations may have equally strong impacts on the nature of any given industry or processes’ relationship to its regulators. Through SE analysis of programs at Los Alamos National Laboratory, we argue that these informal regulations can have substantial effects on project outcomes.
