Digital technologies have opened new opportunities and allowed the convergence of telecommunications, broadcasting and information technologies. In spite of the excitement for the Global Information Infrastructure/Global Information Society, GII/GIS, there are still many obstacles to overcome to be able to achieve it, such as defining standards and protocols, ensure interoperability, interconnection and international cooperation.
