In this paper, we present a mathematical model to solve water quality management problems concerned with waste load allocation by integrating systems analysis and fuzzy optimization, to overcome two major difficulties; complexity and uncertainty. The main emphasis of this paper is to present a guideline in order to develop a fuzzy optimization model dealing with multiple conflicting goals between the Pollution Control Department and dischargers.
