This paper addresses life extension planning for the Department of Energy’s (DOE) Strategic Petroleum Reserve (SPR), the mission of which is to store crude oil and to maintain a 95 percent system availability to allow drawdown of the oil in the event of a national emergency. A key element of the planning approach is identification of those system components whose improvement from their current state of availability would have the greatest impact on increasing overall system availability.
