As the International Council On Systems Engineering (INCOSE) internationalises its mission, there is a need to address the advancement of the Systems Engineering practice in all environments where improvement opportunities are achievable. This paper is a bilingual English/French analysis of the application of Systems Engineering disciplines for commercial infrastructure systems development.
