The Department of Defense (DoD) acquisition policy, as stipulated in federal documents reissued in 2003, include substantive changes to the manner by which systems are to be defined and developed. Requirements have been replaced by integrated architectural views as the preferred means for documenting the capabilities of a system, and detailed procedures have been defined for converting user needs into required capabilities.
