We address the problem of lean staffing with a review of the Department of Defense Architecture Framework and conclude that the human system aspects of the relevant Organizational and Systems Views need to be informed by special analytic methods from Cognitive Systems Engineering. We describe a systematic framework for Human Views in a companion paper.
