The Capability Assessment Working Group (CAWG) is one of four working groups that comprise the Measurement Technical Committee of the Technical Board of the National Council On Systems Engineering (NCOSE). This paper presents the efforts of the CAWG over the past year to: (1) define requirements for a model that measures systems engineering capability, (2) search for such a model(s), and (3) develop an Interim Model capable for assessing systems engineering capability with respect to a subset of the defined requirements.
