In the last five years, there have been numerous United States Department of Defense (DoD) initiatives to “Revitalize Systems Engineering.” In each case, a declaration identified that Systems Engineering was not broken, just not consistently applied! These initiatives targeted a quick turnaround of the problems during systems development and sustainment. These types of “fixes” usually take at least five years to show up and there is little evidence that existing systems, currently in development or sustainment, have shown any significant measurable improvements.
