The concurrent engineering environment can be characterized by three key factors: (1) a structured systems engineering approach employed by a cross-functional development team; (2) the use of quality engineering techniques; and (3) an integrated development environment which facilitates and integrates systems analysis, development, and design. This paper will introduce the RMat Requirements Baseline Management System, developed and used by IBM Federal Systems Company (FSC) in Owego, New York.
