Metrics are widely viewed as critical to the execution of large scale software development and systems integration projects. To attain high levels of maturity as defined by the Software Engineering Institute’s Capability Maturity Model [Humphrey 1989], it is clear that in addition to effective project management and change controls, metrics processes need to be integrated into the activities of development projects and institutionalized within the business itself.
