This paper describes a plan to increase the capability of general engineers in the area of system engineering and to increase the number of system engineers within an organization. Key features are emphasis on a hierarchy of system engineering capability, experience and demonstrated skills, involvement of the first-line supervisor, facilitating early responsibility, and the ability to tailor the training and experience to the needs of the individual.
