Systems Engineering (SE) has been and is a key enabler of large contracted system procurement such as those of the US Department of Defense (DoD) ensuring that the goals, constraints, and evaluation criteria for a system are well-established and commonly understood between the customer and the contractor. As we deal with increased market challenges, competition, and change – technology, environment, missions – and the acceptance that requirements will continue to be refined well into development, SE team members become even more crucial for incorporating change, refining system intent, and clearly communicating the past, current, and desired state of the system to all the stakeholders on an ongoing basis.
