Any discipline which wishes to optimize its performance must, at some point, develop a testing mechanism to compare the results of various attempts at improvement to determine which were successful and which were not. The knowledge of testing and measurement methods developed in other disciplines such as Education and Psychology can be applied to the System Engineering field to help us develop such an evaluation mechanism.
