We report a novel adaptation of the HOQ approach to prioritise organisational resilience decisions, demonstrated in a large Defence Training Establishment. Weights of various organisational functions derived from survey-based stakeholder engagements are combined with organisational performance assessments to determine the value of the organisation under the stress arising from the adversity.
