By the time that a system developer realizes that early decisions have a negative impact on the system, it is often too late to correct that decision. The LEAP process defined in this paper provides a mechanism to proactively identify development pathways that have substantial impact on the ability to meet the stakeholder needs and to model the impacts of investing in one or more of those pathways.
