Stephane Lacrampe, Obeo Canada Director, presenting "Improving MBSE Maturity with the Open-Source Tool Capella" - MBSE aims at transitioning the Systems Engineering practice from a document-centric approach to a model-centric approach. It is envisioned to be the next shift enhancing significantly our systems engineering capacities, in order to cope with the steadily growing systems' complexity. Although MBSE has been a trending topic over the last few years, its adoption among systems engineers is still growing slowly. In this presentation, Stephane Lacrampe will introduce some of the challenges in MBSE adoption and will explain how the Arcadia method and the Capella tool are enablers for accelerating MBSE adoption among the systems engineering community.

Presentation Abstract - As the INCOSE Smart Cities Initiative prepares its first work products, it is finding seemingly diverse points of view in several practicing definitions of the Smart City. There is no right or wrong model. Each model has a spectacular view of the city, and each model can offer valuable information (from its limited viewpoint) on how the city operates and how it could improve. When modeling, analyzing and optimizing the operations of a complex system, its important to model the system from various viewpoints. This, of course, is a lesson from the ancient fable of ‘the blind men and the elephant’; that we cannot claim an absolute truth based on one true but limited viewpoint while ignoring other equally true but limited viewpoints. Models are used in MBSE to map and keep track of the myriad butterfly effects caused by design and operational changes in complex real systems. But a single model is only a limited viewpoint, for the very reason that the real system it attempts to model is so complex. Comparing the complex system from various MBSE modeling viewpoints can help bring clarity. In this presentation, we compare the viewpoints of two prominent Smart City definitions; Deloitte's viewpoint based on the idea that Smart cities emerge as the result of many Smart Solutions across all sectors of society, and TUSS's viewpoint based on the idea that a Smart city is a city that has the ability to identify its problems and its root causes promptly and remove the root causes by generating, and processing engineered quality data in a continuous and inclusive manner. A comparison graphic illustrates how these are just two of the many views of the same elephant.

Kevin works directly with staff to improve the services the County provides to its citizens, researches and develops efficient internal processes, and cultivates relationships with external partners by developing innovative projects and initiatives that result in community improvements. Some of his current projects include planning and preparing for connected and autonomous vehicles, developing smart city improvements, smart green infrastructure, electric vehicles, renewable energy improvements, hosting the PGA’s return in 2021, and various events and programs with NASA.
Kevin is especially proud of the partnerships that led to the creation of the Center of Resilience Excellence South Carolina (CORE SC), a NASA inspired center serving the State of South Carolina focusing on creating resilience solutions.
A native of Charleston, South Carolina, Kevin attended the College of Charleston and graduated with a degree in Political Science.

The European Union has released a sweeping Medical Device Regulation (MDR) that goes into effect for all Medical Devices sold in Europe, next year. This presentation will discuss the unique role of systems engineering in the management of documentation required by the MDR Technical File. We will discuss how to plan a technical file transitions to the MDR, “state of the art” and some new requirements that have a large impact. The MDR expands on ISO-14971 with related requirements for benefit-risk analysis, clinical evaluation, and post market surveillance. Last and certainly not least, we will discuss the issues related to labeling requirements changes.

In 2014, INCOSE published Systems Engineering Vision 2025, a vision of how the world is changing and where we believed systems engineering must be in 2025 to deliver the necessary results. Possession of large volumes of patient data and scientific knowledge in medicine leads to new opportunities in analytics - from patient safety to predictive modeling to intelligent management of payment models. Walls between multiple data types in healthcare - life sciences, provider care, medical device engineering - have come down to pave the way for new border-crossing technologies taking advantage of the wealth of data. However, data overload and abundance of computer modeling algorithms pose their challenges. This presentation introduces the audience to this new world of opportunities and challenges for AI in medicine.

The definition of agile systems engineering is rooted in what it does, not how it does it. What it does is respond effectively in a life cycle environment that is capricious, uncertain, risky, variable, and evolving. How it does that is a product of analyzing response requirements dictated by the nature of the life cycle environment. The design and evolution of an operationally effective agile systems engineering process is itself a systems engineering activity, one that requires an attentive emphasis on problem space characterization and ongoing evolution. This webinar will cover methods for developing and maintaining problem space characterization, and identifying and tracing the life cycle response requirements dictated by that characterization. If you don’t know where you are going, any road will do. Process examples analyzed in the INCOSE Agile Systems Engineering Life Cycle Model project will demonstrate the application of these methods.

SE has the potential to be a ubiquitous discipline. INCOSE’s SE Vision 2025 asserts that SE can add value across many domains- yet barriers exist to take-up and application in organizations where systems practices are not already explicit. Practitioners from traditional defense, aerospace domains likewise report cyclically getting questioned on the value of SE implementation. The presenters will share strategies for selling the value of SE to organizations – regardless of maturity level, whether establishing or enhancing their systems capability.
As organizations seek to establish or enhance their systems capability, they would benefit from undertaking a Capability Design approach to that organizational initiative – just as they might for program delivery service capability upgrade. Structured capability design assesses alignment between the organization’s strategic business goals, operational activities/structure and existing organizational systems (e.g., people/ assets/ knowledge/ IT/ governance) with the capability upgrade under consideration - such as establishing or enhancing SE capability. Capability design approach coupled with modeling supports explicit processes for discovering and reasoning about inconsistencies and problems that might otherwise be ignored, and highlights the impact of introducing or evolving capability across the whole enterprise. Leveraging systems modeling is advisable given the level of complexity at the whole of enterprise level. The presenters will share their experiences applying capability design approaches with systems modeling.

Abstract:
Lean Thinking is the paradigm that enabled Toyota to rise to the best and largest auto company in the world. The paradigm includes not only Lean manufacturing but also extraordinary effective Product Development and Systems Engineering, as well as a culture based on Respect for People.
Systems Engineering is regarded as a technically sound process but often burdened with waste and inefficiencies. Lean Systems Engineering is a new body of knowledge applying the wisdom of Lean Thinking to Systems Engineering. Systems Engineering and Lean have overlaps and differences, but both represent processes that evolved over time with the common goal of delivering product or system lifecycle value to the customer. Lean Systems Engineering represents synergy of the two, leading to superior systems engineering process.
Most emphatically, Lean Systems Engineering is not a "re-packaged FBC or Acquisition Reform". Lean Systems Engineering does not mean "less Systems Engineering"; it means more and better Systems Engineering, with better preparations, planning, front-loading, training, and more common sense, leading to better program execution.
Lean Enablers for Systems Engineering is a product designed by 14 experts from industry, academia, and U.S. and foreign governments, supported by 115+ strong Lean Systems Engineering Working Group of INCOSE. Lean Enablers are formulated as 194 "do's" and "don'ts" of Systems Engineering practice focused on Mission Assurance/Product Success and elimination of waste.
The workshop will cover of three parts:
1) Description of the development process of Lean Enablers for SE
2) Presentation of 194 Lean Enablers organized into six Lean Principles: Value, Value Stream Mapping, Flow, Pull, Perfection, and People.
3)"Validation" of the Lean Enablers by surveys, and by benchmarking with recent studies by NASA and U.S. Government Accounting Office.
Biography:
Bohdan "Bo" W. Oppenheim is the founder and Co-Chair of the Lean Systems Engineering Working Group of INCOSE, and leader of the development effort of Lean Enablers for Systems Engineering. He is a Professor of Mechanical and Systems Engineering and Graduate Director of Mechanical Engineering at LMU in Los Angeles, California. He serves as the local Coordinator of the Educational Network of the Lean Advancement Initiative consortium at MIT. He is on the Steering Committee of the Lean Education Academic Network. For seven years he served as a Director of the U.S. Department of Energy Industrial Assessment Center assessing 125 U.S. industrial plants for productivity. He consulted Boeing, Northrop Grumman, Raytheon, Airbus, EADS, Telekomunikacja Polska, and 50 other firms on Lean, Systems Engineering and Quality. He has $2.5 million in externally funded grants on his credit. He teaches graduate courses on Lean Systems Engineering, Lean Manufacturing, Lean Product Development, Lean Final Engineering, Lean Office, Lean Supply Chain, and Quality. He authored 25 journal papers.
Bo was born in Warsaw, Poland. His engineering degrees include Ph.D. from Southampton, U.K. in Systems Dynamics; Engineer's Degree from MIT in Ocean Systems; MS from Stevens Institute of Technology; and B.S. (equiv.) from Warsaw Technical University in Aeronautics. His professional experience spans space, naval, mechanical, software, and manufacturing industries.
