About the Presentation: The new Presidential helicopter and Navy jet fighter programs cost billions and billions? What are the problems and risks? Are less expensive alternatives available? What is federal procurement process? The process will be explained and evaluated. What are we buying? When do we need the item? How do we describe the requirement? How do we measure success? Are requirements met?

About the speaker:   Arthur H. Hildebrandt
Building on a Jesuit education (St. Ignatius High School (1964) and Georgetown University (1968, B.A. in economics)), Art received his J.D. degree in 1974 from The Cleveland State University, John Marshall College of Law. After serving in Vietnam and attending law school, he began a 30 year legal career in the Office of General Counsel, Navy.  He started in the Naval Supply Systems Command, first in Headquarters and then at the Washington, D.C., Naval Regional Contracting Office.  In 1976, he transferred to the Naval Air Systems Command.  Mr. Hildebrandt provided legal advice on a variety of programs including the F/A 18-Strike Fighter and Harpoon missile programs.   In 1992, he was appointed Associate General Counsel (Litigation)/ Director, Navy Litigation Office. This office is responsible for defending the Navy's interest in the most significant cases involving government contract, civilian personnel, and environmental law.
