Abstract:
INCOSE has played a significant role over the last decade advancing systems engineering by working as a stakeholder body within the International Organization for Standardization (ISO) to draft, comment on, and approve systems engineering standards.
 
ISO/IEC FDIS 15288:2007(E), Systems and Software Engineering – System life cycle processes, and ISO/IEC FDIS 12207:2007(E), Systems and Software Engineering – Software life cycle processes, were released by ISO in 2007 to harmonize systems engineering and software engineering. The two standards were originally developed independently of each other. Harmonization achieved common structures and definitions of process areas, processes, outcomes, activities and tasks, with few exceptions.
 
In 2008, ISO established the Life Cycle Processes Harmonization Advisory Group (LCPHAG) as a three-year project to assess the harmonization of standards. The LCPHAG includes INCOSE representation. The LCPHAG further engaged INCOSE and Stevens Institute of Technology to provide technical support in using formal methods and tools to model the 15288 and 12207 standards.
 
An early discovery of the modeling initiative is that the standards as written are descriptive rather than prescriptive. The standards describe processes, outcomes, activities and tasks that allow a static representation to be modeled, but not the control flows nor data flows which would specify a
unique behavioral model. The static modeling has already proven of value in identifying consistency issues within the standards. The issues will be fed into the ISO comment process for further revisions.
 
Another discovery is that the 15288 and 12207 standards are silent on the use of functional methods in systems engineering and object oriented methods in software engineering.
 
The webinar will address the LCPHAG charter, the initial 15288 and 12207 models, discoveries, issues and further work.
 
Biography:
Bill Miller, ASEP, is Executive Principal Analyst, Innovative Decisions, Inc., Vienna, VA USA, and Adjunct Professor in the School of Systems and Enterprises, Stevens Institute of Technology, Hoboken, NJ USA.
 
Bill has been an INCOSE member for 17 years. He is Technical Operations Assistant Director – Knowledge Enabler and secretary of the INCOSE Foundation Board of Directors. He served three terms as INCOSE secretary and was co-chair of the INCOSE Metrics Working Group. Bill has 37 years technical and management experience in commercial telecommunications and government communications
systems, including 20 years at Bell Labs. Bill has BS and MS degrees in electrical engineering from the Pennsylvania State University.
