Abstract

A sense of many in the NASA and DOD aerospace communities is that most big systems are taking two to five times longer to develop than they did 25 years ago. This presentation will discuss this and how leadership may be more of a challenge to overcome this, than tools and technologies.

Bio

Chris Singer retired in 2017 as the NASA deputy Chief Engineer, responsible for creating an integrated collaborative engineering capability across 10 agency field centers enabling an innovative culture for space exploration systems development and acquisition. From 2011 to 2016 he served as the Director of NASA Marshall Center’s Engineering Directorate, where he re-engineered an organization of 2500 engineers, scientist and technicians responsible for design, testing, and operation of a diverse portfolio of aerospace systems from advanced rocket engines to space telescopes. He led engineering thru extremely challenging times including Space Shuttle Columbia tragedy/recovery, and the termination of two major programs, ($4-B) Constellation and Space Shuttle.

Singer began his NASA career in 1983 and held various positions at Marshall and NASA Headquarters, focused mostly on propulsion systems, prior to being named deputy director of Marshall’s Engineering Directorate in 2004. He has authored several
