About the Presentation:
In response to the new National Security Strategy and corresponding National Defense Strategy, the Office of the Under Secretary of Defense for Research and Engineering (USD(R&E)) is undergoing a major structural reorganization and a major shift in focus. The goal is to align the Defense Science & Technology Enterprise to support the three pillars of the Secretary’s strategic approach: Build a More Lethal Force; Strengthen Alliances and Attract New Partners; and Reform the Department for Greater Performance and Affordability. As a primary component in the S&T ecosystem, DARPA is also refining its strategy to concentrate investment in technologies to pivot from a historic emphasis on dominance to one of lethality – enabling cross-domain capabilities applied by a more agile and resilient force. This discussion will provide an overview of some of the major changes underway in USD(R&E) and some of the corresponding shifts in focus at DARPA.
Shifting gears a little, the discussion will also introduce policy changes within the Department’s security enterprise that are having, or will have, ramifications for partners in the Defense Industrial Base. These include a renewed focus on Controlled Unclassified Information, movement to enterprise-level systems for classified information processing, and addressing the challenges of maintaining the cleared workforce.
About the Speaker:
Mr. Darin Smith serves as both the Director, Special Programs, and Assistant Director for Program Security in the Defense Advanced Research Projects Agency (DARPA) Security & Intelligence Directorate. In his role as Director, Special Programs, Mr. Smith provides oversight of Agency-wide and inter-Agency Special Access Program (SAP) activity. Mr. Smith directs the functioning of the DARPA SAP security organization, to include management of Program Security Officers embedded in the Technical Offices and oversight of the contractor support staff. Mr. Smith is responsible for oversight of SAP activity at hundreds of contractor locations across the nation, and serves as the Agency point of contact for SAP security matters to the Military Services, Defense Agencies, Office of the Secretary of Defense, and other Executive and Legislative Branch entities. In his role as Assistant Director for Program Security, Mr. Smith oversees all security services associated with collaterally classified and controlled unclassified programs.
Mr. Smith previously performed as a support contractor to DARPA in several capacities, including Physical Security Manager, COOP/COG Coordinator, and Contract Deputy Project Manager. Mr. Smith has more than 25 years of experience in the law enforcement and security fields. Throughout his career, Mr. Smith has served in various capacities supporting the Social Security Administration, Missile Defense Agency, and the National Aeronautics and Space Administration. Mr. Smith has also served as an independent consultant and contractor providing security consulting services to local and federal government, public utilities entities, as well as corporate and private clients.
Mr. Smith also currently serves as the Interim Director, Special Programs, for the Office of the Under Secretary of Defense for Research & Engineering. In this role, he is the senior advisor to the Under Secretary for SAP related matters, and is assisting the Director of the DoD SAPCO in the reorganization of the DoD SAP governance enterprise to accommodate the separation of the prior Office of the Under Secretary of Defense for Acquisition, Technology and Logistics into two new Under Secretariats.
